Gulfstream LNG receives FERC approval for 4-MMtpy Louisiana (U.S.) export project

  • Gulfstream LNG achieves this major development milestone by submitting all 13 required draft Pre-Filing Resource Reports to FERC. These reports consisted of studies, field findings, analyses, and descriptions, and served to satisfy the regulatory requirements of FERC as well as those of relevant state, local, and federal agencies
  • Gulfstream LNG has requested FERC Order by the end of 2026 enabling a final investment decision shortly thereafter and commencement of exports in 2030
  • Gulfstream LNG, along with Kiewit and technical partners Baker Hughes, GTT, and Honeywell UOP, completed FERC FEED Phase 1. This work provided the technical foundation for Resource Report #13: Engineering and Design Materials.

Gulfstream LNG Development, LLC announced that the Federal Energy Regulatory Commission (FERC) has approved Gulfstream LNG’s filing application to construct a 4-MMtpy onshore greenfield LNG export project on a 400+ acre site with three kilometers of deepwater Mississippi River frontage in southern Louisiana. The achievement of this milestone in 14 months from the initiation of the FERC Pre-Filing process highlights the significant efforts of the team and partners. Gulfstream LNG has been assigned Docket # CP25-519-000.

Gulfstream LNG has now entered the Application phase of the FERC permitting process. During this final phase of the FERC process, the project will undergo further evaluation for regulatory compliance and other statutory requirements, ultimately leading to the drafting of an Environmental Impact Statement and FERC Order authorizing construction. Currently, the only other project in the Application phase is an expansion of an existing facility. Since Gulfstream LNG in May 2024, no new greenfield LNG export project proposals have initiated the FERC process, highlighting the limited availability of future suitable sites for development in the United States.

Vivek Chandra, CEO and Founder of Gulfstream LNG, announced, "We are proud to be the first new greenfield project in more than five years to complete the FERC Pre-Filing phase and receive approval of our Application from FERC. This represents a significant regulatory milestone as we progress toward a Final Investment Decision and our goal of delivering low-carbon, affordable LNG to the global energy market by 2030."

Completion of FERC FEED Phase 1

The completion of FERC FEED Phase 1 involved Gulfstream LNG’s EPC partner Kiewit, with support from Baker Hughes, GTT, and Honeywell UOP. The joint team developed Plot Plans, Process Flow Diagrams, Utility Flow Diagrams, Heat & Mass Balances, Process Simulations, schedules, and major equipment lists. These outputs formed the basis for the draft Resource Report 13: Engineering and Design Materials. FERC FEED Phase 1 will serve as the foundation for a more extensive FERC FEED Phase 2, anticipated to commence after the current equity funding round concludes. Public versions of the pre-Filing submitted reports can be accessed from the FERC e-library site (docket # PF24-5).
